After 4 years in the U.S. Navy, he attended the Indiana University of Pennsylvania where he earned his Bachelor of Arts degree. In 1967, he attended the National Law Center at George Washington University and completed his Juris Doctor in 1970. He began his legal career as a law clerk in the Anne Arundel County Circuit Court, during which time he was admitted to the Maryland Bar. After spending one year in his clerkship, the next step of his legal career took him to the Prince George's County State's Attorney's Office, where he served as an Assistant State's Attorney. In 1974, he was admitted to practice before the United States District Court, District of Maryland, the United States District Court for the District of Columbia, and the United States Supreme Court. He was promoted to Division Chief in 1979. During this entire period, he gained exposure to the full range of Maryland criminal law and built his reputation as a talented criminal law practitioner. In 1985, he became the Chief Special Counsel for the Attorney General of the State of Maryland, where he served for two years. In 1987, he left the Attorney General’s Office and devoted himself to the full-time practice of law throughout Maryland. He is currently a member of the Maryland State Bar Association, Prince George's County Bar Association, the National Criminal Defense Attorney's Association, and the Maryland Criminal Defense Attorney's Association. His dedication to excellence in legal service has earned him the respect of his peers and he has been recognized in Martindale-Hubbell's Bar Register for Preeminent Lawyers. Paula Mattson-Sarli received her Bachelor of Arts degree from the University of Maryland in 2001 and her Juris Doctor from the University of Baltimore in 2005. She is a member of the American Bar Association and Maryland State Bar Association. Ms. Mattson-Sarli joined the Law Offices of Richard P. Arnold in 2005 as an associate attorney, after working for the firm for more than 3 years as a Law Clerk. She is a certified mediator, and handles some of the firm’s misdemeanor and traffic defense cases, while also assisting Mr. Arnold in research, writing and preparation of all cases.
